This is not a guide to importing vehicles or cargo into Turkmenistan. On the Khorgos product, Turkmenistan is a transit country on the sealed road to Iran. The truck leaves China at Khorgos, continues through Kazakhstan and Uzbekistan, then crosses Turkmenistan toward nominated Iran customs — Tehran West, Aprin or Mashhad — on CPT / DAP terms. Entering Turkmenistan here means a TIR transit, not delivery in Ashgabat.

What this page covers — and what it does not
Use this page before a sealed trailer reaches the Uzbekistan–Turkmenistan frontier on the Khorgos line. It is a document and evidence checklist. It does not list visas, named permits, fees, legal article numbers beyond the TIR Convention sources below, or a guaranteed clock. Those items change and must be confirmed for the actual truck, cargo and day. The Wuqia / Irkeshtam line also transits Turkmenistan later in its run; this site’s indexed product is the Khorgos–Kazakhstan corridor.
Check the file before the truck reaches the border
Invoice, packing list, cargo description, HS codes, package count, marks and gross weight must describe the same goods that sit behind the seals. A mismatch found at an intermediate office is a reason to hold the truck, not a paperwork detail to fix after arrival in Iran. Send the origin hub, nominated Iran customs, HS, packed CBM and total gross kilograms with the first enquiry. If several package types share one trailer, list each group separately.
Carrier and vehicle papers
The TIR carnet travels with the vehicle. The load compartment or container needs a valid approval for transport under customs seal. The goods manifest on the carnet has to tally with the commercial documents and with what was loaded. The shipper does not obtain the carnet; the carrier presents it with the truck. Do not invent extra Turkmen forms in the quote file — ask which papers that shipment actually needs, then send only those.
Cargo, packing and marks
Marks on the crate or pallet should match the packing list: piece count, consignee, destination customs, and any UN number if the goods are classified. Packed dimensions — not the bare product — are what the trailer plan uses. Mixed SKUs still need a packing list that a border officer can check against the manifest without opening every carton.
Dangerous goods and lithium batteries
TIR is a customs transit procedure. It does not replace dangerous-goods rules. Say lithium or another class in the first line, with the UN number, packing instruction and a 16-section MSDS. Do not hide cells inside an “electronics” description. Kazakhstan and Uzbekistan are parties to ADR; Turkmenistan is not listed among ADR parties on the UN Treaty Collection status page dated 3 October 2026 (checked 2026-10-06). Do not assume ADR automatically governs the Turkmen leg. Confirm whether that class, packing and vehicle can transit on that day before the trailer is sealed.
Weight, dimensions and seals
Gross weight includes pallets, timber, wrapping and dunnage. Out-of-gauge width, height or length can stop a trailer that is still under a commercial volume limit. Confirm those measurements before the truck is committed to a border slot. Under TIR, goods in a sealed, approved load compartment are as a general rule not examined at intermediate offices. Customs of a contracting party generally recognise intact seals of other parties, may add their own seals, and if they break seals during an examination they record the new seals on the carnet. Treat seal numbers as evidence: photograph them at loading and again whenever the carnet is presented.
Customs and border inspection
Article 4 of the TIR Convention exempts goods under the procedure from payment or deposit of import or export duties and taxes at intermediate customs offices. Article 5 says sealed goods are as a general rule not examined there — and that, to prevent abuses, customs may examine them in exceptional cases, particularly when irregularity is suspected. The 2024 TIR Handbook states that if irregularities are suspected, customs may inspect, interrupt the TIR transport and take measures under national legislation. Cooperate: keep the driver reachable, keep the carnet and commercial file together, and do not ask anyone to “just open it” to rearrange cargo. Inspection is not a clearance failure and is not a published delay.
Confirm the route and any extra measures per shipment
The corridor on this site is Khorgos → Kazakhstan → Uzbekistan → Turkmenistan → Iran. The precise frontier posts, any escort, and any extra national control for that cargo are not a website template. Article 23 of the TIR Convention allows escorts at the carrier’s expense only in exceptional cases; it does not let us promise that none will be required, or that one will. Write the origin, destination customs, HS, weight, volume and any class in the enquiry so the reply can name the current path for that load.
Waiting and a backup plan
Queues, extra seal checks and weather on the Central Asian legs are normal operational variables. This site does not publish a Khorgos day range. Build slack into the commercial plan; do not treat a waiting truck as a broken transit. If documents do not match, stop and correct them before asking for an unsealing. An alternative crossing is a new operational decision, quoted separately, not a default published on this page.
Handover evidence and who is responsible
Keep a file that can be shown without opening the load: commercial invoice and packing list, seal photographs with numbers, carnet voucher copies when issued, and later the warehouse entry at nominated Iran customs. Delivery on this product is hub-to-customs on CPT / DAP terms. Transit through Turkmenistan is not delivery in Turkmenistan and is not Iran import clearance. The shipper remains responsible for a true description of the goods. The consignee’s licensed broker handles Iran duty and release. We do not clear cargo in Turkmenistan or in Iran, and we do not guarantee a transit clock.

FAQ
Is this a guide to importing into Turkmenistan?
No. On this corridor Turkmenistan is a transit country. The product is sealed TIR road freight from China via Khorgos to nominated Iran customs, not unloading in Turkmenistan.
Does a TIR carnet mean Turkmen customs will not open the load?
No. As a general rule sealed TIR goods are not examined at intermediate offices, but customs may examine them if irregularity is suspected and may interrupt the transport under national law.
Does the Kyrgyzstan 0.4% transit tax apply on this leg?
No. That tax is described on this site only for the Wuqia route through Kyrgyzstan. The Khorgos route runs through Kazakhstan, then Uzbekistan and Turkmenistan.
Can lithium batteries or other dangerous goods transit without a separate check?
No. Declare the UN number, packing instruction and a 16-section MSDS in the first message. TIR does not replace national dangerous-goods rules. Confirm acceptance for that shipment before loading.
